Scope
This document provides the principles for building a city smart service system, and describes the conceptual model, core elements, key features, and construction process of the city smart service system. This document is suitable for guiding the construction of a city smart service system.
Introduction

1. Background and significance of standard formulation

With the advancement of new urbanization, the demand for urban intelligent services is becoming increasingly diversified, and the traditional governance model can no longer meet the requirements of modernization. GB/T 43442-2023 "Guidelines for the Construction of Urban Intelligent Service Systems for Smart Cities" came into being, aiming to provide standardized guidance for the construction of urban intelligent service systems and promote the construction of smart cities into a new stage.
