Scope: This document provides guidance for the establishment, implementation, maintenance and improvement of asset management activities and asset management systems for organizations involved in road traffic planning, construction, management, transportation and maintenance, including asset management system elements such as organizational environment, leadership, planning, support, operation, performance evaluation and improvement. This document is applicable to organizations related to road traffic, such as owners, maintainers and operators, to implement asset management systems and guide organizations to apply GB/T 33173.

Introduction

1. Background and significance of standard formulation

GB/T 42932—2023 "Guidelines for the Implementation of Road Traffic Asset Management System" is an important standard jointly drafted by China National Institute of Standardization and other institutions under the guidance of the National Standardization Administration. The standard aims to provide systematic and standardized guidance for asset management in the transportation industry, especially in the whole life cycle of road planning and design, construction, operation and maintenance, and decommissioning.
