Introduction

In-depth interpretation of national standards for science and technology assessment classification

I. Background of standard formulation and analysis of technological evolution

As the importance of scientific and technological innovation in the process of globalization becomes increasingly prominent, science and technology assessment, as an important means to optimize science and technology management and decision-making, has an urgent need for standardization. The introduction of GB/T 42776-2023 "Science and Technology Assessment Classification" fills the gap in the standardization system in the field of domestic science and technology assessment and provides a unified assessment classification standard for governments, enterprises and scientific research institutions.

II. Classification principles

  • Scientificity: According to the characteristics of science and technology assessment, the classification system architecture and coding rules are reasonably set.
  • Practicality: Meet the classification needs of multiple angles and scenarios to ensure operability and practicality.
  • <Extensibility: Fully consider future development and reserve extension space while meeting current needs.

III. Classification Method

Science and technology assessment classification adopts the face classification method, which is divided into two categories: basic classification and additional classification. The basic classification is centered on the type of assessment object, covering 15 categories from policy to technology; the additional classification is based on the attributes of the assessment activities, including scope, content, time nodes and other dimensions.

IV. Comparison table of standard frameworks

Classification dimensions Basic classification Additional classification Code structure
Evaluation objects 15 categories such as science and technology policies, plans, and programs - 2-digit code (01-99)
Evaluation scope - Evaluation at international, national, departmental and other levels 1-digit alphabetic identification code + 2-digit code
Evaluation content - Multi-dimensional evaluation of goals, funds, conditions, etc. 1-digit alphabetic identification code + 2-digit numeric code

V. Explanation of professional terms and application cases

Term analysis:

  • Science and Technology Evaluation: refers to the professional evaluation of scientific and technological activities in accordance with specific criteria and using scientific methods.
  • Classification principles: Ensure the scientificity, practicality and extensibility of the classification system.

Application case:

A provincial government commissioned a regional science and technology innovation assessment, using the GB/T 42776-2023 standard, and selected the two dimensions of scope (local level) and content (output, effect, impact) for classification. The evaluation results provide an important reference for optimizing the allocation of regional science and technology resources.

VI. Implementation Suggestions

  1. Standardization training: It is recommended that relevant institutions organize personnel to conduct systematic training on standard interpretation and classification methods.
  2. Informatization support: Develop a science and technology evaluation management information system that meets the requirements of the standards to improve classification efficiency.
  3. Dynamic update: According to the needs of scientific and technological innovation, the classification system should be optimized and improved regularly.
