Scope
This document stipulates the evaluation principles, evaluation objects, evaluation contents and evaluation methods of productive protection of ethnic costumes. This document is applicable to the evaluation of ethnic costumes that have been included in the intangible cultural heritage protection lists at different levels, such as world-class, national-level, provincial-level, municipal-level and county-level, as well as the evaluation of productive protection projects, bases or products that have been transformed into cultural products through production, circulation and sales.

National costumes are important carriers of national culture, carrying the historical memory and aesthetic taste of each ethnic group. In order to scientifically protect and inherit the culture of national costumes, the GB/T 42939-2023 standard came into being, clarifying the evaluation principles, objects and methods of productive protection of national costumes.

2. Evaluation principles

Authenticity protection principle: Ensure the authenticity of national costumes and their craftsmanship, and verify their accuracy through historical research materials.
Integrity protection principle: Holistic protection of all links from raw material collection to processing and production.
Inheritance protection principle: Evaluate whether national costumes are transformed into cultural products through production, circulation, etc.
Inheritance protection principle: Maintain the core elements and skills of national costumes in innovation.

4. Implementation suggestions

It is recommended that other regions learn from this model and focus on the combination of innovation and tradition.
