Scope
This document specifies the technical requirements for steel pipeline pressure opening and plugging operations. This document is applicable to steel oil and gas pipeline pressure opening operations and plugging operations such as plug type, folding type, cylinder type, bladder type, hydraulic active, two-stage sealing and intelligent. For pipelines of other media, after fully evaluating the risks brought by medium temperature or toxicity, this document can be used as a reference for opening and plugging operations.
Introduction

1. Standard Overview

GB/T 28055-2023 "Technical Specification for Steel Pipeline Pressure Plugging" is the latest revised technical standard for steel pipeline pressure plugging in my country, which is applicable to the opening and plugging of oil and gas pipelines and other medium pipelines in a closed state.

2. Standard formulation background and technological evolution

Compared with the 2011 version, the new version of the standard adds advanced technical requirements such as hydraulic active plugging, two-stage sealing plugging and intelligent plugging, and comprehensively updates the classification, installation requirements and safety specifications of plugging heads.

Plugging pressure level Scope of application Recommended application scenarios
Low-pressure plugging (≤0.5 MPa) Applicable to conventional pressure pipelines and scenarios with good medium fluidity. Urban gas pipeline maintenance and small oil product pipeline transformation.
Medium-pressure plugging (0.5-2.5 MPa) Applicable to medium-pressure environments and occasions with high sealing requirements. Long-distance oil and gas pipeline maintenance and industrial pipeline system transformation.
High-pressure plugging (2.5-5.0 MPa) Applicable to high-pressure and corrosive media environments, and the operating conditions must be strictly controlled. Submarine pipeline maintenance, high-temperature and high-pressure steam pipeline modification.
Ultra-high-pressure plugging (>5.0 MPa) Applicable to extreme pressure environments, requiring professional equipment and highly skilled operators. Deep-sea oil and gas pipelines, and nuclear power plant internal pipeline maintenance.

3. Standard implementation recommendations

1. Preliminary preparation:

  • Comprehensively investigate the technical parameters of the pipeline to ensure that they meet the requirements of the specification.
  • Select appropriate plugging technology and equipment according to the characteristics of the medium and the operating requirements.
  • Organize professional training to ensure that operators are familiar with the new standards and technical requirements.

2. Implementation process:

  • Strictly follow the standard requirements to select the plugging operation point and open the hole.
  • Strengthen the welding quality inspection of the bypass pipeline to ensure that the pressure test is qualified.
  • Implement intelligent monitoring, especially in complex terrain and high-risk areas.

3. Post-management:

  • Establish and improve the technical file management system after the plugging operation.
  • Regularly maintain and inspect key equipment such as plugging heads and splint valves.
  • Summarize the implementation experience, optimize the plugging process flow, and improve construction efficiency.

4. Safety and environmental precautions

The standard particularly emphasizes the equipment cold protection measures in extremely cold weather and the safety requirements for operations in thunderstorms. At the same time, the discharge of media must be strictly controlled during the plugging operation to prevent environmental pollution, and intelligent monitoring methods must be used to ensure the safety of the operation.

Case Analysis: Application of Intelligent Plugging Technology

Intelligent plugging technology was used in a submarine oil and gas pipeline maintenance project. The intelligent plugger was placed in the pipe through the sending and receiving ball cylinder of the station valve room, and remote control was used to achieve precise positioning and plugging operations, successfully completing the pipeline maintenance work without stopping the transmission, greatly reducing the operation risk and construction cost.
