Scope
This document establishes the general principles of process management in facility management and provides guidance for planning, determining facility management processes, evaluation and improvement. This document is applicable to facility management activities of all types of organizations.
Introduction

Standard Framework and Core Values

GB/T 42936-2023, as an important standard in the field of facility management, has systematically constructed a process management system covering the three levels of strategy, tactics, and operation for the first time. The standard transforms the high-level structural requirements of ISO 41001 into executable specific activities through 62 process tables.

Key points for implementation of key processes

1. FM strategy formulation (Table 2)

It is necessary to decompose 8 sub-strategies such as performance strategy and space planning strategy from the organizational strategy, focusing on the connection between energy strategy and HSSE (health/safety/security/environment) strategy.

2. Service provider management (Table 24-25)

Establish an evaluation system with 6 dimensions including regional coverage and legal compliance, with special emphasis on the optimization of workstation reservation solutions under flexible office scenarios.

3. Acceptance of construction projects (Table 45)

Implement the "three-stage handover" mechanism:
① Data handover (drawings/quality assurance documents)
② Physical handover (facilities/equipment)
③ Site handover (space/authority)


PDCA cycle improvement mechanism

The standard innovatively embeds the PDCA method into each management level:

  1. Planning (P): Standardization is achieved through the formulation of construction standards in Table 40
  2. Implementation (D): Control of the seven elements of project management during the construction period specified in Table 49
  3. Inspection (C): Table 62 Customer satisfaction evaluation includes 6 categories and 21 indicators
  4. Disposition (A): The system improvement report required by Table 23 must include root cause analysis
