Implementation Difficulties and Countermeasures

Implementation Difficulties Standard Solutions Supporting Measures
Lack of cross-departmental collaboration mechanism Establish the principle of multi-party participation of public security, procuratorial, judicial, and judicial organs + the Communist Youth League + social work organizations (4.1.4) Formulate a cross-regional service connection system (15.1.1)
Insufficient professional capabilities Require ≥32 hours of continuing education per year (15.3.4) Equip with a legal/psychological/educational composite supervision team

Service guarantee system

The standard has established a five-dimensional guarantee mechanism:

  1. Institutional guarantee: includes 13 risk management clauses and a mandatory reporting system
  2. Staff guarantee: social workers must undergo 60 hours of pre-job training (20 hours of basic law + 30 hours of professional services)
  3. Quality assurance: implement a four-party evaluation (service recipients + social workers + purchasers + third parties)
